Estimated cost
$285,000 – $315,000+
Ranges cover design, engineering, the permit process, and construction under one roof, for standard Orange County site conditions. City permit, plan-check and inspection fees are paid by the owner to the city and are not in these ranges, and neither are finish materials, landscaping or solar. Sloped lots, long utility runs, panel upgrades, and coastal or fire overlays can move the number. It is an educational estimate, not a quote or a promise.
How pre-approved plans save time and design costs
Pre-approved building plans saved builders an average of $10,300 in design and related costs and shortened the design and permitting process by about 53 days, according to a survey of California cities by UCR's Center for Community Solutions. Cities also reported preapproved plans were processed an average of 2.8 times faster than conventional building plans. Most of the preapproved plans offered by responding communities were for accessory dwelling units, with about 500 ADUs permitted or constructed using preapproved plans.
Under California Government Code section 65852.27, added by Assembly Bill 1332, every city and county was required to have a program for preapproving ADU plans by January 1, 2025. For a detached ADU that uses a plan the agency preapproved within the current triennial building code cycle, the agency must approve or deny a complete application within 30 days. Other ADU permits get 60 days from a complete application when a home already exists on the lot, under Government Code section 66317.
Review timelines compared
| Review category | Statutory review limit | Notes from local agencies |
|---|---|---|
| Pre-approved detached ADU plan | 30 days | Complete application under Government Code section 65852.27 |
| Standard ADU application | 60 days | Complete application under Government Code section 66317 |
| Santa Ana over-the-counter pre-approved | 1 day | Complete, code-compliant submittal |
| Anaheim ADU Express review | 1 to 3 days | After eligibility screening of qualifying single-family lots |
| Lake Forest first plan check | 10 business days | Published target for pre-approved plans |
What this means for Orange County homeowners
If you apply for an ADU permit using a pre-approved plan in Orange County, your city must approve or deny a complete application for a detached ADU within 30 days instead of the standard 60 days. Some cities provide their plan sets free of charge, including Anaheim, Garden Grove, Huntington Beach, and Laguna Niguel, while other cities list designer-owned plans that you buy or license directly from the architect.
A pre-approved plan covers drawings for the unit itself, but it does not remove the need for site-specific work. You must still submit a site plan showing property boundaries and structure placement. Utility connections, sewer or water improvement plans, and soils reports remain subject to local review. The County requires fire sprinklers when the main house has sprinklers or the ADU will be within five feet of a property line.
Detached ADUs typically range from $245K to $440K+. A detached ADU typically takes 5 to 8+ months from contract to handover, with design, engineering and permits included.
Does a pre-approved plan mean an automatic permit?
No, pre-approved plans do not provide automatic permission to build. As the City of Westminster notes, plans are preapproved but not pre-permitted. Property owners must still meet zoning, parking, utility, grading, and other requirements specific to their properties.
Site conditions can also rule a property out. Santa Ana excludes flood zones A and AE, Garden Grove excludes flood Zone A, Brea excludes methane and flood zones, and Huntington Beach's plan is intended for flat lots without highly expansive or liquefiable soils. In Huntington Beach and San Clemente, coastal zone parcels may also need coastal approval, and homeowners association review remains a separate step under Civil Code section 4751.
Can you make changes to a pre-approved plan?
Changes to the designs may require additional review, and some local programs prohibit alterations entirely. Huntington Beach says modifications or deviations from its plan are not allowed, and La Habra says the San Diego County plans cannot be modified. A custom layout goes through standard review.
The city's 60-day review period applies to a complete application, and each correction round restarts it, so real permit turnaround often runs longer.
